-What is a false prophet?-Matthew 24:11; Deuteronomy 18:21,22; Jeremiah 28:9.

Revelation 2:2 "I know thy works and thy labour and thy patience and how thou canst not bear them which are evil and thou hast tried them which say they are apostles and are not and hast found them liars."
    And sometimes God uses lying spirits to influence what they might say -1Kings 22:20-23. Why?
Jeremiah 14:14 ".....The prophets prophesy lies in my name. I sent them not, neither have I commanded them, neither spoke unto them. They prophesy unto you a false vision and divination and a thing of naught and the deceit of their heart." 
Jeremiah 4:9-10 "And it shall come to pass at that day saith the LORD, that the heart of the king shall perish and the heart of the princes and the priests shall be astonished and the prophets shall wonder. Then said I, Ah, Lord GOD! Surely thou hast greatly deceived this people....."
Micah 3:11 "The heads thereof judge for reward and the priests thereof teach for hire and the prophets thereof divine for money. Yet will they lean upon the LORD and say, Is not the LORD among us? None evil can come upon us."
Jeremiah 23:1,11,16,17 "Woe be unto the pastors that destroy and scatter the sheep of my pasture, says the Lord...For both prophet and priest are profane; yes, in my house have I found their wickedness, says the Lord...Thus says the Lord of hosts, Hearken not unto the words of the prophets that prophesy unto you. They make you vain. They speak a vision of their own heart and not out of the mouth of the Lord...They say still unto them that despise me, The Lord has said, You shall have peace and they say unto every one that walks after the imagination-(original means 'to think and live in a manner that eventually takes its toll on you'; a way that is 'at odds with God's way of love', the natural way we live, living based upon the externals of life)-of his own heart-(selfishly concerned, lacking deeds of love and compassion and not interested in a relationship with God), no evil shall come upon you-(as long as you keep up your church attendance, tithing, etc.)."
Deuteronomy 13:1-5 "If there arise among you a prophet or a dreamer of dreams and giveth thee a sign or a wonder and the sign or the wonder come to pass, whereof he spake unto thee, saying, Let us go after other gods, which thou hast not known and let us serve them. Thou shalt not hearken unto the words of that prophet or that dreamer of dreams, for the LORD your God proveth you, to know whether ye love the LORD your God with all your heart and with all your soul. Ye shall walk after the LORD your God and fear him and keep his commandments and obey his voice and ye shall serve him and cleave unto him. And that prophet, or that dreamer of dreams, shall be put to death, because he hath spoken to turn you away from the LORD your God...." If they don't speak a message that enables more of Christ to affect your heart, a message that lifts you up, frees you from guilt, inspires confidence in you and encourages you in your relationship with God, get out!
Deuteronomy 18:21,22 "And if thou say in thine heart, How shall we know the word which the LORD hath not spoken? When a prophet speaketh in the name of the LORD, if the thing follow not, nor come to pass, that is the thing which the LORD hath not spoken, but the prophet hath spoken it presumptuously. Thou shalt not be afraid of him."

Paul warns about the danger of an alternate gospel alienating one from God. Also, Peter talks about it -2Peter 2:1-3; Ephesians 5:6. Also -Ezekiel 13:1-7; Isaiah 10:1,2; 2Timothy 4:3,4

God ensures that whatever He inspires someone to say does indeed come to pass -Acts 11:28.

-What is a false or true minister?

-How are we to "try the spirits" as it says in 1John 4:1?

The word 'try' here means to 'test, examine'. One does this through use of his spiritual lenses, through which the vision becomes clearer the more he studies God's word -Hebrews 11:3 "Through faith we understand....."; 1Peter 1:8; 1Corinthians 13:12.
    One way: Is the attitude predominately loving? -Matthew 25:44,45 "Then shall they also answer Him saying, Lord, when saw we thee an hungred or athirst or a stranger or naked or sick or in prison and did not minister unto thee? Then shall He answer them saying, verily I say unto you, inasmuch as ye did it not to one of the least of these, ye did it not to me."
